This is a brush that I made which I found great for creating snow, stars, and other random floating powder-like things.
If you want to give the brush a nice glow like mine just right click on that layer that contains the brushing, select Outer Glow and change the settings to your liking.
Note: This isn't a single dot brush, as you drag the mouse it creates a series of different particles in various shapes and sizes in random locations. Also you can download the font I used for free [link]
